Christopher "Chris" Penn, 10 Ekim 1965 tarihinde Los Angeles, Kaliforniya'da dünyaya gelmiştir. Sanatla iç içe bir ailede büyüdü; babası yönetmen Leo Penn, annesi ise aktris Eileen Ryan'dı.
